Duluth’s East Downtown, Hillside and Waterfront Charrette

SHORT TERM WINS (7/18/05 DRAFT)

  1. Revise existing zoning code to allow duplex, townhouse and live/work infill development. Disallow exposed parking structures facing streets.
     
  2. Adopt incentives for façade improvements, preservation and green building.
     
  3. Revise sign code to allow pedestrian oriented blade signs and canopies downtown similar to Canal Park.
     
  4. Arrange for Downtown Special Service District to install and maintain more sidewalk trash cans.
     
  5. Modify tree planting at Superior Street boardwalk to open the lake vista to the street.
     
  6. Start street tree planting program. Start with a test block as a community-based effort coordinating corporate, nonprofit and resident efforts.
     
  7. Seek funds to implement phased two-way street plan.
     
  8. Seek foundation support to implement form-based code.
     
  9. Fill code compliance position for Hillside.
     
  10. Train planning and building division staff to assist building owners and developers with adaptive  re-use of historic buildings.
     
  11. Seek funds to develop historic structures survey for entire area.
     
  12. Seek funds and site for affordable and transitional housing and a cultural center for American Indians. Add American Indian staff to Housing programs.
     
  13. Seek funds to update 1983 viewshed study.
     
  14. Stripe the designated bicycle lane on First Avenue and Fourth Street.
     
  15. Initiate valet parking service for hospitals and major downtown centers of activity.
     
  16. Mayor to convene a Guiding Group, made up of a cross-section of stakeholders, to assess and advance the recommendations of the charrette.
