JESSICA COGAN MILLMAN

AFFILIATION: Deputy Director of the Smart Growth Leadership Institute

AREA OF EXPERTISE: Smart growth, land use and environmental planning, Smart Growth project certification and recognition, reducing barriers to implementing Smart Growth

BACKGROUND & EXPERIENCE: Prior to joining the Smart Growth Leadership Institute, Jessica served as chief of staff for the Governor’s Office of Smart Growth in Maryland.  Before that, she was director of Program and Policy Coordination at the Maryland Department of Planning after serving as deputy director of the Urban and Economic Development Division (UEDD) at the United States Environmental Protection Agency (EPA). At UEDD, Jessica helped to develop innovative Smart Growth policies and practices. Jessica also held positions in EPA’s Office of Water. In 1998, Jessica was elected as an Advisory Neighborhood Commissioner in Washington, D.C.  She is currently on the Planning and Zoning Committee responsible for approving Board of Zoning Appeals cases and Historic Preservation issues. 

RESEARCH INTEREST: As a member of the fifteen-person Leadership in Energy and Environmental Design – Neighborhood Development (LEED-ND) Core Committee, Jessica is part of the team responsible for creating criteria that will be used to certify projects that meet certain New Urban, Smart Growth, and green building principles. The Core Committee is composed of five people representing each sector. Based on the initial months, it is clear that while there is agreement on some core principles, there are significant areas of disagreement.

As a result, Jessica’s research is designed to further the work of the Core Committee by investigating the following:

·       Threshold Criteria: Should there be prerequisites in the certification system?

·       Review Existing Scorecards: The state of the art in scorecards and certification programs is advancing rapidly. Work by Nathan Norris needs to be thoroughly examined and used by the Core Committee.

·       Lessons Learned through Awards Programs: In addition to reviewing the state of the art in scorecards, design awards programs should be examined for successes and failures

·       Certifying Plans and Built Projects: How can the Committee certify plans but maintain authority to de-certify?

·       Project Certification: Rating System vs. Jury Review
