BACKGROUND & EXPERIENCE:
In addition to his more conventional treasurer's office duties (which
include overseeing the county's $500 million investment portfolio), Howard
has been instrumental in several of County Treasurer Jim Rokakis' public
policy initiatives. Howard was the architect of the Housing Enhancement Loan
Program (HELP), which won a 2003 U.S. EPA National Award for Smart Growth
Achievement. This linked deposit program provides low-interest loans for residential property improvement in
Cleveland's
older suburbs. He works with the First Suburbs Consortium on a variety of
initiatives (including the Treasurer's HELP and Heritage Home programs and a
feasibility study for the revitalization of declining inner-ring malls and
shopping centers). Howard was for many years a law school professor,
and has also taught in two MBA programs. He has hosted public affairs
shows on the radio, and has spoken on the topic of suburban revitalization
at the annual meetings of the American Planning Association, the American
Collegiate Schools of Planning, and the Government Finance Officers
Association. From 1990-1993 he served as the chief counsel to the Cleveland
City Council, where he organized the council’s first policy research staff.
RESEARCH
INTERESTS:
Howard's research will be directed toward issues facing older, inner-ring
suburbs, particularly those in regions of the country experiencing slow
growth (but often still accompanied by sprawl). Issues to be
investigated include revitalizing shopping centers and post–World War II
residential neighborhoods, and the design of a property tax relief program
for seniors to allow them to age in place while maintaining current funding
levels for school districts.
