BACKGROUND &
EXPERIENCE: Neal is Director of Town Planning and Urban Design for one
of the largest New Urbanist architecture and town planning firms in the
United States. He has been a design principal on a variety of greenfield
developments, revitalization efforts including Hope VI, brownfield, and
greyfield sites as well as county-wide regional planning efforts.
Previously, he was a faculty member in schools of Architecture at The
Catholic University of America, University of Virginia, Washington
University in St. Louis, and Rice University.
RESEARCH INTERESTS:
Neal expects to pursue a typological investigation of codes. He will
examine the relationship between the form of these codes, their substance,
and effectiveness. Utilizing examples of TND ordinances, TODs, Specific
Plans, Urban Village ordinances, "Smart Codes," and other early attempts
to instrumentalize the Transect, he will compile a catalogue of these
advanced codes, determine a set of criteria to compare and differentiate
them, and document their degree of implementation. Most important to this
effort will be the analysis of the effectiveness of these codes on
changing the form of development in the jurisdictions in which they are
applicable.
